WHO IS KOSE?
KOSE is the Kansas Organization of State Employees. They are associated with two parent unions, the American Federation of Teachers (ATF) and the American Federation of State, County, and Municipal Employees (AFSCME). KOSE is currently the representative organization to a number of Kansas employee units, including Unit 16. Unit 16 includes KBI Special Agents, and Senior Special Agents, among several other state law enforcement agencies.

Frequently Asked Questions...
Can Technical Special Agents sign the petition? No. Unfortunately TSAs are not currently recognized by KOSE as members of Unit 16. The KAA would like to change that and ensure TSAs are represented.
Can I sign the petition even if I’m not a KAA member? All employees recognized in Unit 16 may sign the petition, even if they are not a KAA member. Additionally, all members of Unit 16 will be able to vote for a representational organization.
What happens after I sign the petition? After the petition is submitted to the Kansas Department of Labor, the Public Employee Relations Board will review the petition, and if appropriate, call a vote for a representation election. All employees under Unit 16 would be eligible to vote.
If the KAA becomes my representative organization, will I have any input in bargaining negotiations? KOSE has not negotiated an employee contract (MOA) since 2013. It is the intention of the KAA to pursue a new MOA with input from all Unit 16 employees.
